Sending a text costs the service money. Without a wait, anyone could make a site send thousands of texts to someone's number, running up the bill and flooding that phone.
The wait protects your account too. Every new code is another chance for someone to guess one, so the wait grows each time and the number locks after a few tries.
This demo shrinks the waits to seconds so you can watch them grow. Real services use longer ones, and nothing here sends an actual text.
